Connections with Other Forms of Human Trafficking and Other Criminal Enterprises
I am pretty certain that the criminals who victimized me had connections to other forms of human trafficking, including prostitution, as well as other conventional criminal enterprises (for example, drug trafficking). I derive this impression from their constant obsession with pornography, their comments, their behavior and actions, their occasional allusion to gang affiliations. For example, one female-sounding communicant (once, a long time ago) made comments to the effect that she was going to a night club in search of male clients. It is also reinforced by early interactions with police, which I used to call frequently in the early stages of my victimization. It is to be said to their credit that local police used to listen to complaints politely, without reacting negatively with damaging responses or sarcasm. But eventually I came to regard it as futile to call them, because although criminal activity might partly die down a little bit temporarily (I believe criminals were somewhat afraid of police), it invariably resumed to full force eventually.
I kept early actual diaries of things criminals said and did (and still have them), but they are voluminous enough that it would take awhile to ascertain the exact dates of some of the following. I think it was in the early 1980's that one policeman confided to me that "Everybody has it. It's been around a long time now" (about the technology). I remember one time I called the police and two policemen responded. I did my best to describe what had been happening to me, probably including a description of sexual assault with the beams, and one of them said "Oh yes, the Pimp," as though he had familiarity with one of the communicants. One policeman once made the strange comment, which he repeated twice to his fellow officer, that "There ain't no special class of people." Made me wonder who he had been talking to. I speculated that it could have been some kind of higher authority, perhaps some Fed he had contacted.
This is very strange, but the two way communication allows the transmission of many mental states, and I could infer the involvement with drugs on the part of some communicants from the fact that some of their drug highs actually transmitted telepathically. Although I don't take drugs myself and this is just conjecture on my part, they used to transmit what felt like drug highs (energized, enhanced mental states which felt like some kind of intoxication). They did this while convened in noisy cult-like groups. This is where I got the idea they might be involved with drugs.
Early communicants sometimes made (repeated) reference to some kind of "Family." I thought it might be some kind of a crime family.
Once in awhile I will be harassed so badly that I will break down and call the police in desperation again. Recent police seem to be less in the know now than police were formerly, back in the last century. The problem has yet to be resolved (is still occurring).

What I have definitely established for myself is that there can be a causal relationship between radiation directed at the head and facial tissue swelling (puffed out, reddened eye bags, other tissue areas, blurred vision with the threat of possible cataract formation). Particularly, there can be swollen nasal polyps that completely occlude ability to breathe through the nose, as well as mucus production, thick and choking salivation, swollen throat. Antihistamines only partly relieve this. Radiation directed by adversaries intent on torture can cause itchings and welts. The sinus involvement could be one way to differentiate genuine TI's from fakes (or persons whose symptoms derive from another source), although I'm not positive that it is a universal symptom. It is invariable for me when assaults escalate.

Conjectures
The round-the-clock never-ending nature of some TI surveillances is astounding and disturbing. One conjecture for it I have personally made is that victims might be harboring without their knowledge illegally placed reception chips on their persons which make it attractive for criminals to utilize them as receivers, as though they were just electronic components rather than human beings with human rights. If so, chips were probably placed during hospitalizations for other reasons by criminal members of the medical profession. Maybe the victims with the chips are a hot commodity with this criminal underground, who are driven by a zeal to utilize a no doubt popular technology--one which enables mind reading and control. Maybe the chips are inconspicuous enough so as to be difficult to detect by routine X-ray or CAT scan by experts. My victimizers bragged in the early days that they were totally amoral. A corollary of this is that they have no real valuation of human life or human rights, as long as there are no consequences for them. The only things they value are the unfolding of a new communications industry and the power it confers.
Criminals systematically break victims down with torture to disengage them from anything that might interfere with their utilization, such as work or family, without any regard for the safety of said victims or their ability to survive. They undoubtedly prefer to have no witnesses survive to document their criminal agenda.
Where there exists the power to significantly control or neutralize the neurological activity of the brain (and many functions of the body), there are many frightening ramifications. There can be major interference with the capability of the working press and other witnesses to report the new reality, with the capability of leaders to govern or address the issue properly, with the ability of law enforcement to enforce the rule of law. Criminal perpetrators can misdirect many societal elements to their own favor and benefit, ultimately unraveling the fabric of normal society.

Morning Attacks
Perps have established a regular routine of attacking me in the face with high intensity energy beams every time I get up to start my day. They do this for 2--3 hours continuously and then the attacks drop off (but do not stop entirely). Since I work nights this usually happens early afternoon. This has been going on for quite a number of years unceasingly like clockwork. It is quite painful and induces facial swelling, nasal blockage from swelling, sneezing, profuse snotting, and cold-allergy-flu symptoms. They use this method to keep victims depleted and wasting. Police do not respond to complaints with any kind of a crackdown. Neither does Homeland Security or the FBI. This is not a harmless form of battering and abuse. Another woman who looks like she met an early demise from similar abuse is described at the following Facebook post (copy, as the original link has disappeared). Sometimes I look almost as bad as she did in these pictures. Criminals are literally burning people's heads and faces, plus internal organs. Women and men too are often subjected to electronic rape as well. (Hence the suspicious text comment in one of the PACTS conference calls: "I thought it was just a new way to have sex without getting pregnant.") This tech accelerates the effects of aging, and does not have a positive impact on fertility either.

I have learned since putting out this post that only the top picture belongs to Carol Ann Stengel-Peoples. The bottom three belong to a different but actual targeted individual, who was the ex-wife of a billionaire cell-phone company executive and government contractor. She believes the ex-husband is responsible for her targeting. I deduced this from bits and pieces of evidence on other Internet sites devoted to TI's. The latter has since become active in targeted circles, for obvious compelling reasons.

Experimentation?
In my view the bulk of the attacks on people cannot really be described as "experimentation." They are more like plain terrorization by extremists. No experiment lasts for the duration some of the victims have been held captive. There might still be some cases of pure experimentation going on, but for the most part it could not describe what I have experienced. I don't know for sure, but this is my opinion. Maybe it started out as experimentation then escalated into something else. The main point, then, is that calling it experimentation is a mischaracterization and frequent misconception.

Culprits
Just for the record, I have evidence that not ALL of the persons who have wielded mind control weapons have been with the U.S. government. I received a threatening phone call during the 1980's from a person purporting to be a female gang leader. The person had a thick accent which sounded oriental to me. She said I was "in trouble with" her gang. She said they were going to "get inside my body" and cause "frothing at the mouth." Those were her very words. So she was some type of foreign gangster. I had at the time done quite a bit of complaining about my victimization through quite a few channels. The question remains why it is so hard to get effective law enforcement via U.S. authorities, though. Because of this experience particularly I personally find it necessary to suspend judgement to some extent as to who is doing this. But why does it never stop nor get resolved despite the deadly impact of these goings on for victims?

Cellular transmission’s broadcast at 853 MHz, human brain resonance is centered around 450Mhz, and Ham radio operators are not allowed to broadcast at the 400Mhz to 700Mhz band. I would suggest a filtering at the 400Mhz to 700Mhz band on all microwave and cellular transmissions, digital filters should suffice in the near term. Civilians are being harmed by the deliberate transmissions of an established technology.
The verified measurement and existence of these RF band transmissions constitutes a terrorist act. Please advise the appropriate security office on Homeland security. This is a serious matter that needs immediate attention and it must be addressed. Please feel free to contact me.

The 70 cm ham band is 420-450 Mhz. The next ham band is the 33 cm band at 902 Mhz to 928 Mhz. So, no ham transmissions from 450 Mhz to 902 Mhz.

Cell towers are a heck of a lot more ubiquitous than GWEN towers.
Consider the overlap of the ham band with the alleged brain resonance frequency.

My Brother Bill
My brother Bill passed away in May of last year, in his sixties. I can discuss him now without fear that criminals could retaliate further by torturing him even more. I was first victimized in 1973. I was in my early twenties. By that time my developmentally disabled brother Bill had been throwing fits in our house for approximately just under ten years until he had to be institutionalized. Our family life was thrown into complete turmoil and there was much unhappiness induced. Both I and my other brother conjectured to ourselves (I found out later from one of his comments) that perhaps these explosions of temper were related to some form of epilepsy. I now know the real basis for them. Bill was being internally provoked by tormentors wielding the mind control technology, which causes intense physical pain and internal distress, with all kinds of physical symptoms, such as tissue swelling, burning sensations, skin irritation, breathing disorders (choking and asphyxiation), and interference with the functioning of internal organs. Not to mention that the radiation used is a carcinogen. Bill died of cancer. So the technology dates at least from the 1960's based on these conjectures. I know because the predators later transferred to me and I was able to view their machinations at first hand. To this date they have not been stopped by any amount of complaint to police or government. Some of these older people calling in to the FFCHS (or PACTS) talk lines may have been started on in their teens or twenties and never let go by stalkers. I know because they are doing this to me with the most incredible tenacity I have ever witnessed. (Look up Harlan Girard, who tried to be an activist and died last year still under torture.) The perps maintain stables of multiple victims to practice on and are engaged in a form of human trafficking. Many of their prey have committed suicide or murder suicides like Aaron Alexis and Myron May. It is impossible to get any law enforcement or apprehension of the predators.
I started maintaining notebooks in 1973 documenting these occurrences. I just went over one of my early notebooks and noted that even then perps had made multiple references (via the V2K) of having driven several girls to suicides. I used to write down some of their statements. Yes, even that early (1973-74) the V2K existed.
Bill was a teenager in the 1960's and had not yet graduated from high school when he was first preyed on. He may have been in junior high when it first started. The external symptoms were that he would spontaneously erupt in violence and took his anxieties out on walls and furniture. Thankfully he usually avoided people. These were not isolated occurrences. It happened almost daily for years. There was actually a sweet, affectionate side to his personality. There were no apparent external provocations. When the predators assault me the worst that I do is explode verbally. There is burning pain and tissue inflammation associated with the radiation used for the mind control if the predators choose to intensify it to pretty high levels, which they often do because they are predators who deliberately break their victims down with intentional torture and they are torture fetishists. I am uploading a few pictures of what they induced a (then) teenage boy to do to his parents' home. Naturally these constant occurrences almost destroyed his hard working father. So our family underwent much grief. In order: bedroom doors, bathroom wall (partial repair plastered over), living room wall (also plastered over to repair). I took the pictures quite a few years ago, thinking I might some day present them as evidence in some court. Although an enraged Bill physically did them, perps provided the internal impetus. Like you perhaps, I wondered why anybody would want to abuse people like this. There are elements of abnormal psychology and psychopathy which go beyond any practical need I can think of.

Republican Convention
Got to wonder about the wisdom of Republicans who chose to locate their convention in a city which is a hub of dangerous mind control activity and terrorism. Looking forward to a robotized candidate. This is a product of the news media blackout. Sad to say they have no inkling of the danger they are in. But Trump has more resources available than the average victim for defense. He could probably hire a small army of investigators and is certainly more mobile. Like most bullies, the perps prefer weak targets.

Reflections

So another culture has been there, done that, perhaps even in conjunction with the same technology or some variant of it.

I used to read this book in the early stages of my dilemma, particularly after having undergone unusually cruel treatment, and reflect that it was like looking into a sort of frightening sociological mirror. Just substitute a more contemporary acronym for the letters "KGB."
Is this what our own society (supposed to be a pillar of democracy) has degenerated into?
Historically, the medical profession is interfaced with the public in such a position that societies that do employ torture and other totalitarian methods find it convenient to conscript it into service.
The old truism, that those who cannot learn from history are doomed to repeat it, certainly applies here. I like this version of that truism, stated eloquently by Winston Churchill (House of Commons, May 2, 1935):
“When the situation was manageable it was neglected, and now that it is thoroughly out of hand we apply too late the remedies which then might have effected a cure. There is nothing new in the story. It is as old as the sibylline books. It falls into that long, dismal catalogue of the fruitlessness of experience and the confirmed unteachability of mankind. Want of foresight, unwillingness to act when action would be simple and effective, lack of clear thinking, confusion of counsel until the emergency comes, until self-preservation strikes its jarring gong–these are the features which constitute the endless repetition of history.”

It is hardly surprising that psychiatry is able to provide a cover for these crimes. It likes to masquerade as a hard science akin to physical science or some other branches of medicine and biology, with a lot of official sounding language and terminology for various categories of disease. But in many cases the causality is not as well defined and determinate, like a microbe that can be examined under a microscope. One major critic of the scientific foundations of psychiatry was himself a psychiatrist, Dr. Thomas Szasz. See Wikipedia entry at link

The One Who Lived
One communicant recently (in a humorous vein) compared me to the protagonist in the Harry Potter novels in that I am "the one who lived" despite the maleficent activities of their analog to Voldemort. None of the people who were inducted into the early program to which I was subjected were expected to survive in any condition to tell the tale. They were to be used and then terminated by various powerful means which few had the stamina or persistence to resist. Or they were compromised in such a way as to be effectively neutralized. Now actually there seem to be more of us survivors networking on the newly formed platform of the Internet and comparing notes.
Shortly after I began auditing some FFCHS* conference calls, I was alarmed to witness a splinter in the organization. Discrediting forces had gone to work on FFCHS. Now there is the competing faction called PACTS, International. I finally found a website related to them at http://www.pactsntl.org. Their newsletter describes a forthcoming meeting with the FBI in California on January 30, 2016 in a public forum setting at a church. I hope their efforts will be more positively fruitful than mine ever were. One victim in isolation has little credibility or influence.

(MAY 2017 UPDATE: TIPS dissolved the following year and no longer exists.)

It was no more than 2-4 weeks later, that they began to have trouble. I wonder about secret involvement of some of my stalkers in these happenings.
*Footnote: For those of you who are unfamiliar with it, FFCHS stands for Freedom From Covert Harassment and Surveillance, a now defunct support organization for targeted individuals. The original founder Derrick Robinson dissolved it officially March 18, 2016. He is now associated with PACTS.
